Mr.Daya Gamage

Director

Mr. Daya Gamage has amassed more than twenty-five years of professional experience at the intersection of U.S. foreign policy and South Asian geopolitical affairs. He served as a Foreign Service National Political Specialist for the U.S. Department of State, where he played a pivotal role in analyzing and guiding elements of America’s overseas policy trajectory in South Asia, with a particular focus on Sri Lanka.

Formally trained in public affairs and public diplomacy, Mr. Gamage’s portfolio encompassed economic diplomacy, bilateral trade, foreign investment flows, and commercial engagement between Sri Lanka and the United States. In his work, he examined the dynamic interplay between domestic policies and international strategy—embodying the principle that foreign policy is often domestic policy by extension, and domestic policy can in turn shape foreign policy. His responsibilities required deep analysis, strategic briefings, and policy advisory work that linked political developments to trade, commerce, and investment outcomes impacting both nations.

Mr. Gamage completed his academic studies in Economics and European Political Development at the University of Ceylon in the late 1960s. Later, through the U.S. State Department’s professional advancement framework, he was provided the opportunity to pursue legal studies at a Sri Lankan university. This combination of economics, political science, law, and diplomatic training uniquely positioned him for his extensive foreign policy and international affairs work.

In 2017, Mr. Gamage authored and published a comprehensive monograph examining U.S. foreign policy strategy in South Asia, with Sri Lanka serving as the central case study. The publication has been recognized for its depth of insight into the geopolitical considerations, strategic priorities, and historical evolution of U.S. regional engagement.

Today, Mr. Gamage is regarded as an authoritative voice on U.S.–Sri Lanka relations, global diplomacy impacting South Asia, and the role of economic policy in shaping international partnerships. His contributions continue to influence academic discourse, policy discussions, and cross-border business and diplomatic collaboration.
